Memorandum of the Government of Velansia concerning the Intervention of the Commonwealth of Micronations in the internal affairs of the Republic of Velansia

The Government has issued the Halloween Crisis Memorandum in response to Commonwealth of Micronations Security Council (CoM/SC) Resolution №2/31102025 demanding Velansia to cease over its territorial claim over the territories of Slavitian Municipal Area (SMA) due to the rights of its former founder to “establish, control and disestablish anything” (formally under the rights to self-determination). (Resolution is posted below)

Brief Overview of the Memorandum

1. The Republic of Velansia was not a member of the Commonwealth of Micronations, and therefore its internal conflict cannot be considered by the Security Committee in accordance with Articles 2.5 and 15 of the Commonwealth Charter.
2. The opinions and arguments of the Republic of Velansia were not taken into account either by the Security Committee or by the Constituent Assembly of the Commonwealth of Micronations.
3. Representatives of several micronations and members of the Five-Party Commission ignored the promises they made after signing the Agreement on the Mandate Territory of “Isetia.”
4. The Constituent Assembly conducted votes regarding Slavitya during the negotiation process, thereby violating the territorial integrity and sovereignty of the Republic of Velansia.
5. No consideration was given to the fact that there was no ethnocide or suppression of the so-called “Slavityan people,” which in fact consists of only one person – Anton Orekhovets.
6. The biased nature of Mr. Ruler’s so-called “research” was not taken into account.
7. Mr. Ruler, the main organizer of the current conflict, was removed from the Security Committee for excessive aggressiveness and for escalating the conflict.
8. Mr. Ruler, the main instigator of this conflict, also behaved offensively toward other members of the Commonwealth and attempted to blackmail Velansian representatives.
9. The resolution adopted by the Security Committee lacks legitimacy, because:
   • (a) it was adopted after the Constituent Assembly twice failed to pass two different resolutions on Slavitya;
   • (b) the Security Committee is unelected;
   • (c) the Security Committee cannot compel most member-states to impose sanctions against Velansia.
10. Some members, referring to the concept of “state-building” and recognizing a micronation as the “intellectual property” of its founder, thereby violate the rule of law and acknowledge that the commitments made or signed by micronational leaders can be ignored.
11. The Commonwealth of Micronations effectively interfered in a domestic regional conflict and turned it into an international one.
12. The Commonwealth intervened in the affairs of a state that is not a member of the Commonwealth and assumed no obligations, justifying this with the construct of “the right of peoples to self-determination.”
13. It should also be noted that some members of the Commonwealth had previously participated in organizing a rebellion within Velansia and encouraged new unrest within the Republic.
14. The Republic of Velansia will not comply with any resolutions of the Commonwealth of Micronations and will oppose the May Convention.
